Liability & Code of Conduct
Managers will agree to the liability and code of conduct when registering their teams.
Any manager, coach or player ejected from a game, the following penalty will apply:
Rosters
- Rosters will be checked.
- All players MUST be on the official online roster, and meet the eligibility requirements. It is the manager's responsibility to ensure all players are eligible and registered. Once rosters are frozen, no additional players can be added. No player may appear on more than one roster for the same event, regardless of age or division.
- Any ineligible player will be removed from the tournament immediately. Games in which the ineligible player participated, will be recorded as a 0-7 forfeit. NO EXCEPTIONS.
- In the event of emergency or player injury, resulting in less than 8 players on the Official Roster, a team may petition the Tournament Director to add a player.
- Any petitions for roster additions must be received at least 2-hours prior to game time. Petitions are not guaranteed.
- It is the Manager's responsibility to have his players' birth certificates in the case of any question regarding the age of his players. If questioned, failure to produce birth certificates will result in a forfeit.
Rosters Game Rules
- Teams must bat their entire roster
- Free defensive substitutions.
Rainouts & Cancellations
- Rainout Line 636-537-4770 x2, x1
- 3GG: Full refund if the tournament is cancelled. No refund if two games are played. 50% refund if one game is played.
- 4GG: Full refund if the tournament is cancelled. No refund if three games are played. 50% refund if two games are played. 75% refund if one game is played
- Tournament Director reserves the right to shorten game times
- For any game suspended due to weather, the home team and umpire will record current batter and count. Game will resume at this point and will not revert to the previous inning.
- If a tournament is cancelled by PVT for any reason other than weather, (i.e. not reaching the minimum number of teams in a division) those teams will receive a 100% refund of that tournament registration fee. Teams may also choose to apply the refund to a future tournament.
- No refunds after registration closes.
CVAC Turf Field Rules (C,D,E & F Quads)
- No Metal Cleats. Plastic molded cleats, turf shoes or tennis shoes are acceptable footwear
- NO Seeds (sunflower or other) allowed on field, in dugouts or in spectator seating.
- Water only allowed in dugouts or on field. No Gatorade or other sports drinks.
- NO Gum
- ALL FIELDS
- No hitting nets or batting tools allowed on turf fields
- No Smoking on or near the complex
Pregame Warm-Ups
- Portable pitching mounds on the game fields cannot be used for warming pitchers at any time.
- FULL infield or outfield pregame warm-up is not permitted on the game field. Teams should split the infield and outfield respective to their dugout side. Ground balls should be hit from foul territory from behind 1B and 3B, players fielding the ground balls past 2B. Please do not remove the batting cage nets or L-screens located in the cages or the soft-toss nets located by the game fields.
- ALL teams should be at the field 15 minutes prior to their scheduled game time.
Tournament Game Time Limits, Innings & Mercy Rules
Game Length
Pool & Bracket Games
- 9U & Older All games are 6 innings, or 1 hour 40 minutes. No new inning after 1 hour 40 minutes
- 7U-8U All games are 6 innings, or 1 hour 20 minutes. No new inning after 1 hour 20 minutes.
When time expires....
PVT Tie Breaker Rule: Runner on 2nd, 1 out
Complete Games
- A game will be considered complete if, the Home team is winning after 2.5 innings played, or the Visiting team is winning after 3 innings.
Max Runs Per Inning
- All ages - 5 runs max per inning
Mercy Rules - All Age Levels/Divisions
- 12 runs after the 3rd inning (2 ½ if home team is winning)
- 10 runs after the 4th inning (3 ½ if home team is winning)
- 6 runs after the 5th inning (4 ½ if home team is winning)
Tournament Seeding
- Home Visitor
- Pool-Play: Home team will be determined by a coin flip.
- Bracket-Play: Home team will be determined by the higher seed
- Teams will be seeded after Pool-Play
- The higher seed in each tournament single elimination or championship round game will be declared the Home team for that game. Qualifying teams will be seeded from the highest seed to the lowest seed. After seeding, qualifying teams will advance to the elimination round or championship round play.
Seeding will be based on the following:
- Coin Flip
- Runs Scored, and then if needed
- Runs Allowed
- Head-to-Head (void if 3 or more teams are tied)
- Wins/Loss record
Forfeits
- Any team that forfeits a pool-play game will NOT qualify or advance to the single elimination or championship round play. Games will be recorded as 0-7 forfeit.
Bat Restriction Rules
- Bats must be either stamped with 1.15 BPF,BBCOR, USSSA and USA certified.
- No bat drop limits.
- Umpires reserve the right to check bats at any point before or during the game.
- Bat violations during a game will result in an out recorded for that batter. Second violation during the same game will result in the ejection of that player and team's manager. Any third violation in the same game will result in that team forfeiting the game.
- Protests of bat rules MUST be done during the game (protest fee applies).
Pitching Rules & Limits
- No pitching restrictions or limitations for innings pitched during a game, or over the course of the tourney weekend. A pitcher may not return to the pitcher position during the same game, once they have been removed.

Protest Rules
- All protests require a $100 fee with payment immediately at the time of the protest.
- All protests can only be made to the PVT Tournament Director or UIC.
- Protests can only be made for tourney rule violations, not umpire judgement calls.
- Protests for violations of pitching and bat rules must be made immediately upon violation of those rules.
- Protests for roster violations must be made before or during the game. If made after the game, they will be nullified.
10U Baseball Special Rules
- Dropped 3rd strike rule is NOT in effect.
- Whenever a third strike is not legally caught by the catcher, the batter shall be declared "out"
- Infield fly rule IS in effect.
- Stealing is permitted, except home plate.
- A runner on third base is NOT permitted to score on an overthrow to the pitcher from any infielder, a wild pitch or a passed ball.
- A runner on third base can ONLY advance home by a hit, forced home ON a walk or Hit by Pitch with the bases loaded, a balk (after 1st warning), or a play made on any runner.
- A batter who receives a base on balls cannot immediately advance to 2B without a pitch being thrown, or a defensive play attempted on another runner at a different base.
9U Baseball Special Rules
- Dropped strike strike 3rd rule is NOT in effect.
- Whenever a third strike is not legally caught by the catcher, the batter shall be declared "out"
- Infield fly rule IS in effect.
- No Lead-offs.
- Base runners cannot leave the base until the pitcher releases the ball.
- Penalty for violation - the runner is declared OUT. Each team (not player) will receive one warning after the first violation. Penalty will be assessed on second violation and thereafter
- Stealing is permitted, except home plate.
- A runner on third base is NOT permitted to score on an overthrow to the pitcher from any infielder, a wild pitch or a passed ball.
- A runner on third base can ONLY advance home by a hit, forced home ON a walk or Hit by Pitch with the bases loaded, a balk (after 1st warning).
- A batter who receives a base on balls cannot immediately advance to 2B without a pitch being thrown, or a defensive play attempted on another runner at a different base.
7U/8U Machine Pitch Special Rules
- Pitching Machine speeds
- Fielders
- 7U 10 players on defense (6 infield, 4 outfield behind the basepath)
- 8U 10 players on defense (6 infield, 4 outfield behind the basepath)
- NO dropped 3rd strike
- NO infield fly rule
- NO lead offs
- Baserunners cannot leave any base until contact is made. One warning PER TEAM will be given for leaving early.
- NO Stealing
- NO bunting. A bunt attempt will be called a strike.
- Batter will get six (6) pitches or three (3) swinging strikes. If the sixth (6th) pitch results in a foul ball, the batter shall receive an additional pitch or pitches until the ball is hit fair or the batter’s turn is completed. No strikes shall be called if the batter does not swing.
- Play ends when any infielder, anywhere within the base-paths in fair territory, has control of the ball. If a runner is more than half-way, they can advance to that next base. If the runner is less than half-way, the runner must return to the previous base. Umpires judgment will determine ruling on half-way status of the runner.
- Batted balls hitting the pitching machine, generator, or person feeding the machine are considered dead, and all play will stop. The batter will be awarded first base and any base runners will advance, if forced.
- If the ball settles inside the circle, or becomes lodged in or under the machine, or is within the power supply, it will be considered “out-of-play” and the batter will be awarded first base and any base runners will advance, if forced.
- No coaches can be in the field of play while on defense
- A defensive team coach may stand against the back-stop, in foul territory, to help the catcher shag baseballs. This coach cannot coach the defense or distract the game. Defensive coaches may only coach from the dugout.
- The Umpire will feed and adjust the pitching machine. The umpire is the only person that should adjust the pitching machine during the game, and will try to limit changes at the end of an inning.
